Israel indicts former foreign minister Lieberman

JERUSALEM (Reuters) - Israeli far-right leader Avigdor Lieberman was charged on Sunday with fraud and breach of trust, allegations that prompted his resignation as foreign minister two weeks ago, justice officials said.

Lieberman, who has denied the accusations, remains head of the Yisrael Beitenu party that has formed a coalition with Prime Minister Benjamin Netanyahu's right-wing Likud party ahead of a January 22 parliamentary election.

Israeli justice officials said Lieberman was indicted on charges relating to the promotion of an Israeli diplomat who had illegally given him information about a police investigation against him.

Under Israeli law, conviction on the fraud and breach of trust charges could disqualify Lieberman from holding a cabinet post in the next government.

Lieberman, who lives in a Jewish settlement in the occupied West Bank, has stoked controversy by questioning the loyalties of Israel's 1.5 million Arab citizens.

His comments have drawn accusations of racism but have also given him a large electoral following beyond his Russian-speaking base.

Earlier this month, he angered the European Union by saying it had not sufficiently condemned calls by Hamas Islamists for Israel's destruction, likening this to Europe's failure to stop Nazi genocide against Jews during World War Two.

The European Union foreign policy chief called the comments offensive and reiterated the bloc's commitment to Israel's security.

Born in Moldova, Lieberman emigrated to Israel in 1978. He became administrative head of the Likud party in 1993 and ran the prime minister's office from 1996 to 1997 during Netanyahu's first term. He left and formed Yisrael Beitenu in 1999.

Lieberman is the latest in a string of Israeli politicians to face corruption charges in recent years. Former Prime Minister Ehud Olmert resigned in 2008 after being indicted, though he has since been acquitted of most of the charges against him.

As rebels approached the capital of the embattled Central African Republic, the U.S. shuttered its embassy and moved out its ambassador and about 40 diplomats, the Guardian of London reported.

?This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations with the (Central African Republic),? read a statement posted Friday to the embassy?s website.

The Seleka rebels seized the city of Sibut about 114 miles from Bangui, the capital, a government official confirmed to The Associated Press. Sibut, a transportation hub, fell to the rebels without a shot fired because the government army had pulled back on Friday.


The rebels accuse President Fran?ois Boziz? of not meeting terms of a 2007 peace agreement, according to The New York Times. Meanwhile, Boziz?, who grabbed power in 2003 and has since been twice elected president, has pleaded for international help, appealing to the French in particular. The French government, the former colonial power, has refused to step in.

The Central African Republic, with a population of about 4.4 million, is landlocked between other politically stable countries at the heart of the continent has a population. President Barack Obama sent about 100 special operations troops to the region in April to hunt down Joseph Kony, the rebel leader of the notorious Lord?s Resistance Army and the subject of a widely viewed, 30-minute documentary, Kony 2012.

Doctors Without Borders said in a statement this week that clashes between rebels and the army have forced residents to leave their homes ? disrupting their missions to bring medical care to the region.

?This situation could have fatal consequences for people already struggling to find care after a decade of chronic armed violence had severely limited the country?s health system,? the statement said. Doctors Without Borders, which has had a presence in the region since 1997, says that malaria is the main focus of its projects there.

Enoch Nodl-ya, a nurse anesthetist for Doctors Without Borders, provided a medical perspective on other issues faced:

For the last 10 years the population has endured the regular presence and attacks from armed men in this region. People are scared and flee rapidly into the bush. As a consequence, many women give birth in the fields without any assistance and most sick or wounded are hesitant to receive medical assistance, scared of possible violence in the populated areas. When the violence stops, we often see patients coming in an advance stage of their diseases.

Sit or walk, be still or move ? whatever helps you have an open and clear mind. Bring along a pad of paper or your favorite electronic device and give yourself the precious gift of reflective, uninterrupted time to set your intention for a remarkable new year.

Review

1. First, spend some time reviewing the year you have had both personally and professionally. Don?t be too easy or too hard on yourself. Don?t beat yourself up for what you didn?t accomplish or for mistakes and failures. Rather, just summarize and describe the year you?ve had in a few words or in a sentence or two.?At the end of this review, if you are so inclined, write a headline to a story about the prior year.

Odds Favor Discovery of Earth-Like Exoplanet in 2013

Earth-like exoplanets have gotten a lot of attention in the last few years; it's exciting to think that there's life ? or even just life-sustaining conditions ? on planets other than Earth, whether near by (on Mars) or much farther away (orbiting Vega). Projects like NASA's Kepler, and the ground-based HARPS, attempt to spot planets outside our solar system of all kinds. These exoplanet discoveries have been ramping up lately, and so has sorting of the discovered planets by size and other characteristics; the odds are looking good, say astronomers quoted by Space.com, that an Earth-like planet will be found this year. Abel Mendez runs the Planetary Habitability Laboratory at the University of Puerto Rico at Arecibo, and UC Berkeley astromer Geoff Marcy looks for planets as part of the Kepler team; they explain in the article why they think 2013 is an auspicious one for planet hunters.

Couples wed as gay marriage comes to Maine

PORTLAND, Maine - Gay and lesbian couples exchanged their vows early Saturday as Maine's new same-sex marriage law took effect a minute after midnight.

Among them were Steven Bridges and Michael Snell, who held a commitment ceremony six years ago but wanted to make their marriage official under state law.

"It's historic. We've waited our entire lives for this," said Bridges, a retail manager, who's been in a relationship with the Snell, a massage therapist, for nine years. Bridges, 42, and Snell, 53, wore lavender and purple carnations on black T-shirts with the words "Love is love."

With Snell's two adult daughters looking on, they exchanged their vows in the city clerk's office after getting the first marriage license issued to a same-sex couple in Portland. They said they'll hold another ceremony with friends this summer, after the weather warms up.

Voters approved gay marriage in November, making Maine and two other states the first to do so by popular vote. A law is already in effect in Washington state; Maryland's takes effect Tuesday.?

Nine of the 50 U.S. states plus the District of Columbia, have now legalized gay marriage. Another 31 states have passed constitutional amendments banning it.

In Portland, a half dozen couples huddled with friends and family in freezing temperatures outside the building before the doors to the city clerk's office were opened at 10 p.m. local time.


"We've been together for 30 years, and never thought that this country would allow marriages between gay couples," said Roberta Batt, 71, an antiques dealer and retired physician with silver hair and round eyeglasses. She planned to marry her longtime partner, Mary, who stood nearby.

"We're just very thankful to the people of Maine, and I hope the rest of the country goes the way this state has," she added.

Suzanne Blackburn and Joanie Kunian, of Portland, were among those in line to get their license at midnight, but they didn't plan to wed immediately. One of their grandchildren wanted them to get married on Valentine's Day.

"I don't think that we dared to dream too big until we had the governor's signature," Blackburn said. "That's why it's so important, because it feels real."

In Bangor, the city clerk's office was planning to be open on Saturday from 6 a.m. to 8 a.m. for residents to obtain marriage licenses. The Brunswick town clerk's office was set to be open from 9 a.m. to noon on Saturday by appointment. As of midday on Friday, five same-sex couples had booked appointments, the office said.

More lavish same-sex weddings are being booked starting in the spring at the On the Marsh Bistro in Kennebunk, said owner Denise Rubin.

"We support it wholeheartedly," she said. "We look forward to being part of a whole new wave of wonderful thinking."

The tide of public opinion has been shifting in favor of allowing same-sex marriage. In May, President Barack Obama became the first U.S. president to say he believed same-sex couples should be allowed to get married.

A Pew Research Center survey from October found 49 percent of Americans favored allowing gay marriage, with 40 percent opposed. The U.S. Supreme Court has agreed to review two challenges to federal and state laws that define marriage as a union between a man and a woman.

Just a day after Washington became the latest state to allow gay couples to marry, the U.S. Supreme Court will take a serious look at same-sex marriage for the first time ever. NBC's Pete Williams reports.

The nation's highest court said this month it will review a case against a federal law that denies married same-sex couples the federal benefits that heterosexual couples receive. It also will look at a challenge to California's ban on gay marriage, known as Proposition 8, which voters narrowly approved in 2008.

Washington state's law legalizing same-sex unions took effect on Sunday, December 9, and Maryland's law takes effect on January 1, 2013.

HEADS UP TO ANYONE DOING A NON-HUMAN MERMAID HUNTER OR MERMAID CHARACTER: I would like two different descriptions for appearances and two different images(One of the human form, one of the non-human form). For Mermaids, the human form would look the same as mermaid, without the tail and fin ears. The mermaid hunter is really up to the creator. Sorry that's not in the application. >_< I'll add it here in a minute.

I'm afraid it might take me a little over 24 hours to get her finished and in, but I shouldn't take more than possibly two days. If you're reserving the eldest princess, Hazezon, then you and I will need to figure out what age we'll have them. I put down seventeen but was thinking eighteen, whichever you want I suppose.

Depending on whether or not we are allowed to reserve them, that is.

Also, if that is the case, is it possible I could have my character be one of the merpeople who can walk on land easier than most? It would be easier for her as a guard.

A Final Post on 1930s London Chinese Restaurants ? The Shanghai Restaurant?s Cookery Book

And a final post about London?s Chinese restaurants in the 1930s after the last two (here and here) this week. Mentioning the famous Shanghai Restaurant I am amazed to find they published a recipe book in 1936 (a sort of River Cafe type operation for the 1930s!!) ? the Shanghai Restaurant Chinese Cookery Book, edited by Mr SK Cheng and The Proprietors of the Shanghai Restaurant, ?a cookbook based on recipes from London?s Shanghai Restaurant, adapted for the home kitchen.? There?s a surprising amount of second hand copies knocking around on the internet at various prices.

?And so we get, for instance: ?prawn rolls, sharks? fins in soup, fried duck, lobster omelette, fried rice with crab, pork cubes with sour sweet sauce, chicken chop suey? or how about Birds Nest in Whole Chicken which requires 1 oz birds nests, which are sewn into a whole boned chicken (which is first rinsed out with gin!) and steamed in ?Primary Soup? (essentially chicken stock).

And everything you needed could be purchased from The Shanghai Emporium (adjacent to the Shanghai Restaurant) on 6 Greek Street in Soho.

A nice link to London 1930s Chinese culture and also an early example of a restaurant cleverly cashing in on its fame with branded books and products.

Mathematician's century-old secrets unlocked

While on his death bed, the brilliant Indian mathematician Srinivasa Ramanujan cryptically wrote down functions he said came to him in dreams, with a hunch about how they behaved. Now 100 years later, researchers say they've proved he was right.

"We've solved the problems from his last mysterious letters. For people who work in this area of math, the problem has been open for 90 years," Emory University mathematician Ken Ono said.?

Ramanujan, a self-taught mathematician born in a rural village in South India, spent so much time thinking about math that he flunked out of college in India twice, Ono said.

But he sent mathematicians letters describing his work, and one of the most preeminent ones, English mathematician G. H. Hardy, recognized the Indian boy's genius and invited him to Cambridge University in England to study. While there, Ramanujan published more than 30 papers and was inducted into the Royal Society.?

"For a brief window of time, five years, he lit the world of math on fire," Ono told LiveScience.

But the cold weather eventually weakened Ramanujan's health, and when he was dying, he went home to India.

It was on his deathbed in 1920 that he described mysterious functions that mimicked theta functions, or modular forms, in a letter to Hardy. Like trigonometric functions such as sine and cosine, theta functions have a repeating pattern, but the pattern is much more complex and subtle than a simple sine curve. Theta functions are also "super-symmetric," meaning that if a specific type of mathematical function called a Moebius transformation is applied to the functions, they turn into themselves. Because they are so symmetric these theta functions are useful in many types of mathematics and physics, including string theory.

Ramanujan believed that 17 new functions he discovered were "mock modular forms" that looked like theta functions when written out as an infinte sum (their coefficients get large in the same way), but weren't super-symmetric. Ramanujan, a devout Hindu, thought these patterns were revealed to him by the goddess Namagiri.

Ramanujan died before he could prove his hunch. But more than 90 years later, Ono and his team proved that these functions indeed mimicked modular forms, but don't share their defining characteristics, such as super-symmetry.

The expansion of mock modular forms helps physicists compute the entropy, or level of disorder, of black holes.

In developing mock modular forms, Ramanujan was decades ahead of his time, Ono said; mathematicians only figured out which branch of math these equations belonged to in 2002.?

"Ramanujan's legacy, it turns out, is much more important than anything anyone would have guessed when Ramanujan died," Ono said.

The findings were presented last month at the Ramanujan 125 conference at the University of Florida, ahead of the 125th anniversary of the mathematician's birth on Dec. 22.

Over 17 million tablets and phones opened on Christmas

Christmas day this year saw record numbers of devices coming online ? over 17 million of them, according to app analytics company Flurry. And that's not counting the ones that stayed offline.

Flurry identifies new devices as "activated" when?one of thousands of tracked apps is launched, and the company claims that this amounts to about 90 percent of all devices ? note that this is different from "activating" your new phone on a wireless carrier.

With so many tablets and smartphones on the market right now, perhaps it's not surprising that numbers should be so high. The iPad Mini, Nexus 10?and Kindle Fire all combine the latest hardware with a gift-friendly price.

By Flurry's measure, 17.4 million iOS and Android devices were activated Christmas day worldwide ? more than any other day in history by a good margin.?December saw about 4 million devices activated every day, which is about twice what December 2011 had, and Christmas day last year had only 6.8 million activations.

Flurry didn't provide a breakdown of how many of those millions were Android and how many were iOS ? and with competition fiercer than ever, it's difficult to speculate (although based on recent reports, it's likely that iOS has a solid?lead).

A second study by Mixpanel found that more than half of Internet traffic on Christmas was from mobile devices (much more than the week before), so clearly those millions of gifted tablets and phones were being put to use. Mixpanel put the traffic breakdown as 44 percent Android and 54 percent iOS, but that's of all the devices Mixpanel?saw, not just the ones opened on Christmas.

More complete numbers (including best-selling devices) will likely be released by retailers and manufacturers in the next few weeks ? perhaps at the Consumer Electronics Show in Las Vegas.

Cholesterol drug shows promise in fighting effects of malaria

Dec. 27, 2012 ? Researchers have discovered that adding lovastatin, a widely used cholesterol-lowering drug, to traditional antimalarial treatment decreases neuroinflammation and protects against cognitive impairment in a mouse model of cerebral malaria. Although there are differences between mouse models of cerebral malaria and human disease, these new findings indicate that statins are worthy of consideration in clinical trials of cerebral malaria, according to an article published in the Dec. 27 issue of PLOS Pathogens.

Malaria, a parasitic infection that is transmitted to humans by the female Anopheles mosquito, is one of the leading infectious diseases worldwide. Cerebral malaria is a severe, potentially fatal neurologic complication of infection by the parasite Plasmodium falciparum. Studies of children with cerebral malaria show that cognitive deficits, such as impaired memory, learning, language, and mathematical abilities, persist in many survivors long after the infection itself is cured.

"Over 500,000 children develop cerebral malaria each year in sub-Saharan Africa, and persistent cognitive dysfunction in survivors is not only a major public health concern, but also a significant socioeconomic burden," says Guy Zimmerman M.D., associate chair for research in the Department of Medicine at the University of Utah and senior co-author on the study. "There is an urgent and unmet medical need for therapies that treat or prevent cognitive impairment in cerebral malaria."

Statins, a class of drugs best known for their ability to lower cholesterol, have also been shown to be active in modulating a variety of immune system responses. In their research, Zimmerman and his Brazilian colleagues evaluated the effect of statins in a mouse model of cerebral malaria. The researchers found that adding a drug called lovastatin to traditional antimalarial therapy prevented cognitive dysfunction in mice infected with cerebral malaria. They discovered that addition of lovastatin decreased white blood cell accumulation and leakiness in blood vessels in the brain. Lovastatin also reduced production of damaging oxygen-containing molecules and other factors that promote inflammation.

"The molecular mechanisms that give rise to cerebral malaria and subsequent cognitive dysfunction are not yet known," says Zimmerman. "However, the fact that statin treatment decreases both injurious blood vessel inflammation and cognitive dysfunction suggests that a combination of vascular and inflammatory triggers leads to cerebral pathology and intellectual deficits."

Zimmerman and his colleagues also studied lovastatin in an experimental model of bacterial sepsis, a severe whole-body inflammatory state that can also lead to cognitive impairment. They found that lovastatin also prevented cognitive impairment after bacterial sepsis.

"Our findings are exciting because the clinical implications extend beyond cerebral malaria to other severe systemic inflammatory syndromes complicated by brain involvement," says Zimmerman. "We believe our observations are the first experimental evidence to support the possibility of using statins to reduce cognitive impairment in critically ill patients."

This study is the latest result of a long-term collaboration between Zimmerman and Dr. Hugo Castro-Faria-Neto and his group at the Oswaldo Cruz Foundation, a Brazilian research institute dedicated to the study, prevention, and treatment of infectious diseases. This collaboration began when Dr. Castro-Faria-Neto was a visiting scientist at the University of Utah. Future research will focus on additional investigation into the molecular mechanisms of cerebral malaria and the responses of key immune cells to malaria toxins, as well as on studies of the systemic inflammatory component of malaria in human patients.

What home buyers want in their next new home | St Louis Real ...

dennis-norman-realtorThe real estate recession and weak economy has not pushed homebuyers into downsizing their next home, at least not according to the results of a survey conducted by national home builder, PulteGroup.? In fact, 84 percent of homeowners between the ages of 18 and 59 said they do not have plans to downsize their next home. Recent data from the U.S. Census Bureau supports this notion as well, with the average size of a new home increasing to 2,480 square feet in 2011, an increase of 3.7 percent from the year before.Other highlights from the survey:

  • More than half homeowners between the ages of 18-34 would like their next home to be larger than their current home.
  • Nearly 40 percent of homeowners between the ages of 35-54 want a larger home.
  • 21 percent of homeowners ages 18-59 rarely use their formal dining room while 17 percent said they rarely use their formal living room.
  • Almost half of the respondents (48 percent) when asked to rank the most important feature in their next home, said they want larger, open spaces, including master bedrooms, larger rooms and open floor concepts.
  • When asked to rank their top five ?must haves? in their next home, respondents indicated they want:
    • Larger rooms
    • Master bedrooms suites
    • More storage space
    • Patio/outdoor living space
    • Energy efficiency
  • When asked what homeowners 18-59 would be willing to give up for the ?must haves? in their next home:
    • 52 percent cited being close to public transportation
    • 35 percent said they?re willing to give up being close to entertainment and shopping
    • 28 percent said they would give up being near parks and better schools.

(AP) ? Lawmakers are engaged in a playground game of "who goes first," daring each political party to let the year end without resolving a Jan. 1 confluence of higher taxes and deep spending cuts that could rattle a recovering, but-still-fragile economy.

President Barack Obama returns from Hawaii Thursday to this increasingly familiar deadline showdown in the nation's capital, with even a stopgap solution now in doubt.

Adding to the mix of developments pushing toward a "fiscal cliff," Treasury Secretary Timothy Geithner informed Congress on Wednesday that the government was on track to hit its borrowing limit on Monday and that he would take "extraordinary measures as authorized by law" to postpone a government default.

Still, he added, uncertainty over the outcome of negotiations over taxes and spending made it difficult to determine how much time those measures would buy.

In recent days, Obama's aides have been consulting with Senate Democratic Leader Harry Reid's office, but Republicans have not been part of the discussions, suggesting much still needs to be done if a deal, even a small one, were to be struck and passed through Congress by Monday.

At stake are current tax rates that expire on Dec. 31 and revert to the higher rates in place during the administration of President Bill Clinton. All in all, that means $536 billion in tax increases that would touching nearly all Americans. Moreover, the military and other federal departments would have to cut $110 billion in spending.

But while economists have warned about the economic impact of tax hikes and spending cuts of that magnitude, both sides appear to be proceeding as if they have more than just four days left. Indeed, Congress could still act in January in time to retroactively counter the effect on most taxpayers and government agencies, but chances for a large deficit reduction package would likely be put off.

House Republican leaders on Wednesday said they remain ready to negotiate, but urged the Senate to consider or amend a House-passed bill that extends all existing tax rates. In a statement, the leaders said the House would consider whatever the Senate passed. "But the Senate first must act," they said.

Aides said any decision to bring House members back to Washington would be driven by what the Senate does.

Reid's office responded shortly after, insisting that the House act on Senate legislation passed in July that would raise tax rates only on incomes above $200,000 for individuals and $250,000 for couples.

Meanwhile, Obama has been pushing for a variant of that Senate bill that would include an extension of jobless aid and some surgical spending reductions to prevent the steeper and broader spending cuts from kicking in.

For the Senate to act, it would require a commitment from Senate Republican Leader Mitch McConnell not to demand a 60-vote margin to consider the legislation on the Senate floor. McConnell's office says it's too early to make such an assessment because Obama's plan is unclear on whether extended benefits for the unemployed would be paid for with cuts in other programs or on how it would deal with an expiring estate tax, among other issues.

What's more, House Speaker John Boehner would have to let the bill get to the House floor for a vote. Given the calendar, chances of accomplishing that by Dec. 31 were becoming a long shot.

Amid the standoff, Geithner advised Congress on Wednesday that the administration will begin taking action to prevent the government from hitting its borrowing limit. In a letter to congressional leaders, Geithner said accounting measures could save approximately $200 billion.

That could keep the government from reaching the debt limit for about two months. But if Congress and the White House don't agree on how to avoid the "fiscal cliff," he said, the amount of time before the government hits its borrowing limit is more uncertain.

"If left unresolved, the expiring tax provisions and automatic spending cuts, as well as the attendant delays in filing of tax returns, would have the effect of adding some additional time to the duration of the extraordinary measures," he wrote.

Whenever the debt ceiling hits, however, it is likely to set up yet another deadline for one more budget fight between the White House and congressional Republicans.

Initially, clearing the way for a higher debt ceiling was supposed to be part of a large deal aimed at reducing deficits by more than $2 trillion over 10 years with a mix of tax increases and spending cuts, including reductions in health programs like Medicare. But chances for that bargain fizzled last week when conservatives sank Boehner's legislation to only let tax increases affect taxpayers with earnings of $1 million or more.

Obama and his aides have said they would refuse to let Republicans leverage spending cuts in return for raising the debt ceiling. But Republicans say the threat of voting against an increase in the limit is one of the best ways to win deficit reduction measures.

Another potential showdown is pending. A renewed clash over spending could come in late March; spending authority for much of the government expires on March 27.

Computers May Someday Beat Chefs At Creating Flavors We Crave

Computer scientists at IBM have already built a computer that can beat human contestants on the TV quiz show, "Jeopardy." Now it appears they're sharpening their intellectual knives to make a computer that might someday challenge the competitors on "Iron Chef."

This is no trivial pursuit. Beating humans in a quiz show was a high-water mark for the computer science field. It meant designing a computer that understood how humans think. Now the plan is to design a computer that can understand how humans dream up new ideas, including new recipes.

"The goal in computational creativity is to come up with new things that have never been seen before," says Lav Varshney, a computer scientist at IBM. (Watch him explain the idea in the video below.)

Why focus on food? "Because food is so visceral," says Varshney. Everyone eats. It helps define our culture."

Culinary creativity isn't just about coming up with something novel. Varshney and his colleagues are hoping to make a computer that will be able to come up with recipes that taste good and don't add to our waistlines.

So how do you turn a computer into a culinary genius? The first step is to give the computer access to a database of recipes that are already being used successfully. "Then we remix them, substitute things, do all kinds of other modifications and generate millions of new ideas for recipes," says Varshney.

"The second step is to take those millions of ideas and find the best ones. To do that we try to predict what humans will find flavorful, based on some basic ideas from chemistry and psychology."

For example, they started with an idea known as the flavor pairing hypothesis. "The basic idea is that two ingredients that share a lot of flavor compounds will go together well in Western cuisine," says Varshney. (We wrote about a University of Cambridge study on this concept just last year.)

But Varshney and his colleagues are not just interested in things that are flavorful, but also food combinations that are perceived as novel ? like bell peppers and black tea, blue cheese and dark chocolate ? even turmeric and black currants. They have some ideas from information theory and psychology that will help them come up with more.

The computer has already spit out some interesting suggestions. For example, last week Varshney and his colleagues tried a computer-generated recipe that was a mash up of a Spanish paella and an Indian curry. "It had turmeric and some other Indian spices and potatoes, pork and beef and then it has a kinda of a mango rum topping," says Varshney.

And how did it taste? "I'm actually vegetarian so I didn't eat that one, but the team did," he says. "They thought it was pretty good."

Varshney is hoping that their work will lead to make school lunches more attractive to students. They also hope it will help combat obesity by finding dishes that will satisfy people's food cravings without the accompanying calories.

Varshney says the work to create to a computerized top chef is just starting. IBM doesn't expect the computer will be ready for prime time for five years or so.

Russian ruling party official shot dead in Caucasus

MOSCOW (Reuters) - Two gunmen shot dead a ruling party official on Tuesday in Russia's North Caucasus, where the Kremlin is fighting to subdue an Islamist insurgency, investigators said.

Unknown assailants burst into Boris Zherukov's office in Nalchik, capital of the province of Kabardino-Balkaria, and shot him twice in the head, Russia's Investigative Committee said in a statement.

Zherukov was head of President Vladimir Putin's ruling United Russia party faction in the local parliament. He was also rector of the local State Agricultural University.

Insurgents fighting to carve an Islamic state out of a patchwork of mainly Muslim regions in Russia's mountainous south stage near-daily shootings and bomb attacks targeting officials and police.

The violence - fuelled by discontent over joblessness, corruption and police brutality - is mostly limited to the North Caucasus, where the Kremlin fought two wars against separatist rebels in Chechnya since the 1991 collapse of the Soviet Union.

But insurgents have also struck the Russian heartland, claiming responsibility for a suicide bombing that killed 37 at Moscow's busiest airport in 2011 and twin bombings on the Moscow metro that killed 40 in 2010.

Deciding what direction to take a business is isolating for the owner of a small business ? especially a sole proprietor. Relatives and friends can offer advice and opinions, but they often lack the expertise to provide the informed, objective counsel the entrepreneur needs.

That?s when a mentor is handy. A mentor is both coach and sage ? someone who?s versed in the challenges of running a company and ready to share knowledge with others who need help with business strategies, resources and goals. The best mentors empathize with the people they?re helping and aim to empower them to anticipate and overcome obstacles.

The junior partner in this arrangement isn?t a passive disciple, and the mentor?s word isn?t gospel. But it?s the mentee?s responsibility to make the first move, direct the relationship and stay fully engaged in his professional development.

Identify scope and need: Some entrepreneurs need specific input for a limited time ? maybe a discreet review of a business plan before it?s taken to investors. Some want a long-term relationship with an industry insider who can guide them through high-tech product development. Women and minorities might want an adviser familiar with the race and gender barriers they encounter in the business world. No matter what the case, a business owner who knows what she wants from a mentor is more likely to find it.

Compatibility matters: Before beginning the search, the aspiring mentee should honestly evaluate his personal management style and openness to direction and constructive feedback. Without a willingness to trust the perspective of another person ? sometimes a complete stranger ? the entrepreneur might be unwilling to take risks based on the mentor?s advice. After considering his own personality, the mentee can identify the qualities that matter most in a mentor.

Look around: The entrepreneur can search many places for a mentor. WESST ? a New Mexico-based nonprofit small-business development and training network ?is a great place to start, as WESST provides staff members to work face-to-face with clients. Industry and trade groups are also good places to meet people who might be willing to be mentors, and online communities link business people with experts all over the world.

Ground rules: The business owner should spend whatever time it takes to find the person who most matches her needs in terms of expertise, availability and personal chemistry. Both parties then should formalize the bond by discussing and agreeing on expectations, goals and boundaries. Mentorand mentee should decide how often to meet and under what circumstances the mentee can ask for help between meetings.

Mentoring in practice: If the relationship evolves into a fruitful one, the business owner should become increasingly confident about his developing skill and knowledge set and empowered by tangible growth in his leadership abilities. When the relationship reaches a natural end ? when goals are met or in sight ? both parties should discuss whether to make a clean break or maintain an informal collaboration.

Analysis: Sworn enemies could decide fate of weakened Indian government

NEW DELHI (Reuters) - Sonia Gandhi, the usually reserved and poised leader of India's ruling Congress party, leapt from her front-bench seat in parliament last week to grab back a document that a lawmaker had snatched from a government minister's hands.

She caught the lawmaker by the arm, some media reports said, but failed to retrieve the document before it was torn up. A minor scuffle ensued between members of Congress and the offending lawmaker's Samajwadi Party (SP).

The extraordinary drama lasted less than a minute.

But it illustrated the vulnerability of a government that, now reduced to a minority in parliament, depends for its survival on unreliable allies like the SP. Not only will they hamper further economic reform, they could bring the government down and trigger a general election before it is due in 2014.

"It is in their hands to force an election," said M.J. Akbar, editor-in-chief of the Sunday Guardian.

The SP, a powerful regional party from India's most populous state, Uttar Pradesh, often votes with the Congress party but it was enraged by the government's support for a bill promoting affirmative action for low castes. The measure had been sought by the Bahujan Samaj Party (BSP), another government ally but a bitter rival of the SP in Uttar Pradesh.

After the SP disrupted parliament for days over the measure, which it fears would disadvantage its many Muslim supporters, the SP lawmaker resorted to desperate tactics, grabbing the bill from the minister as he tried to bring it to a vote. It worked. Parliament adjourned until February without passing it.

The government is effectively tethered to two parties that are sworn enemies and whose efforts to outmaneuver each other and win votes in the run-up to 2014 have the potential to bring down Singh's coalition, although analysts agree that right now neither party wants early elections.

"The Congress wants to stay in power and the other two want proximity to power so it is opportunist politics for all three," said Basudeb Acharia, a senior lawmaker from the left-wing Communist Party of India (Marxist).

The battle between the two parties over the bill left Prime Minister Manmohan Singh with no time to drive through further reforms, including measures to open up the insurance and pension industries to more foreign investment, before the session ended.

It showed for the first time just how reliant Singh is on the SP and BSP to govern a country of 1.2 billion people after a major ally walked out of his coalition in September, wiping out its parliamentary majority.

"India is very dependent on them," political scientist Sudha Pai said. "The government has a good chance to push reforms but a lot will depend on how they manage the two parties."

Presiding over a slowing economy, high inflation and a government accused of corruption, Singh is under pressure to show results before the general election, so he cannot afford a repeat of the largely unproductive winter parliamentary session.

The SP's and BSP's control over nearly one-tenth of the 787 seats in the two houses of parliament combined, and the ease with which they change positions on policy, give them the clout to create political instability and economic uncertainty.

The SP is led by Mulayam Singh Yadav, 72, a former wrestler who harbors prime ministerial ambitions. He opposes many of the government's economic reforms but supports Singh's coalition to block the rise of the Hindu nationalist Bharatiya Janata Party (BJP), the main opposition in parliament.

The BSP is led by Mayawati, 56, a former chief minister of Uttar Pradesh who goes by only one name and is as famous for building sandstone statues of herself and for her love of designer shoes as she is for championing the cause of India's Dalits, who are on the lowest rung of India's caste hierarchy. She has also opposed many of the economic reforms.

Prime Minister Singh has reason to be wary of both leaders.

Yadav has proven repeatedly to be an unpredictable partner, while Mayawati helped topple a BJP-led federal government in 1999 after first promising support in a confidence vote and then siding against it at the last minute.

The government's worry is partly based on the historic antipathy both leaders share for the Congress party, which has ruled for most of India's 65 years of independence from Britain.

Yadav was a political prisoner during the Emergency declared by former Congress Prime Minister Indira Gandhi in the mid-70s. Mayawati grew up scorning what she viewed as the Congress party's patronizing attitude towards Dalits.

Yadav and Mayawati have scripted their political success in Uttar Pradesh by marginalizing the Congress party and dividing the state's "vote bank" between themselves. Their parties have taken turns over the past 20 years to rule a state that, with 200 million people, has a bigger population than Brazil.

The Congress government, however, is no passive hostage in this political drama. It exploits the rivalry between the BSP and SP, often playing one against the other on policies where their interests are diametrically opposed.

Congress has also long been accused of using the Central Bureau of Investigation (CBI), India's equivalent of the FBI, as a political weapon to harass its opponents. Both Yadav and Mayawati have CBI corruption cases hanging over them, raising suspicions that these are being used to bring them to heel.

Last month, before the winter session of parliament, Singh hosted both leaders at separate meals in an effort to get them to back his economic reform agenda. In the weeks and months ahead, Singh will likely have to engage in more "dinner diplomacy" to try to keep them on side until 2014.

"The SP and BSP are sitting on a wall. The whole strategy is to keep them on the wall," said a government official familiar with the efforts to manage the complex three-way relationship.

"Don't push them enough so they have to come off the wall."
